THE VERY BEST that can be said on President Bush's behalf is that he used the CliffsNotes version of intelligence information about Iraq as the basis for a poorly planned and rushed invasion of Iraq in March of last year.
The problem with this charitable approach to Bush is that it's unfair to CliffsNotes.

What was yesterday? Black Monday?

This unauthorized talk about canceling or delaying the election is not crazy, it's serious. I say "unauthorized" because neither the Department of Internal Security nor the Election Assistance Commission has the legal authority to even get into the subject.

Read the enabling statutes for each: the homeland security act and the help america vote act. The help america vote act, which promotes this electronic voting, a federal database of voters, etc., has effect only in the states which agreed to accept the "federal" (taxpayer) money dangled in front of them. Read section 101 of the help america vote act (I use small letters deliberately). And I don't think all states have agreed to take the money, and therefore agree to change their laws and abide by the statute. The last I heard a few months ago was 37 or 38 states.

Letters and press conferences by these clowns does not change the constitution, at least not yet.
